Well capitalized firms, such as telecoms and utilities, looking for engineers, receive hundreds, sometimes thousands of applications for a single or a small handful of positions.  Hundreds of startups is all find and dandy, but when most of them are just 2 or 3 man outfits, with little capital to actually pay people, that's a problem.  New grads have significant student loans, and generally want to own their own homes before they are 50 years old. There's really nothing new here. A number of RTA's hired in the last couple of months is probably one of the leading factors.
